I have the honour to inform you that this
Government has had under careful consideration your letter
of the 25th of October on the subject of the smuggling of
opium from Hongkong into the Philippines, and is now about
to pass the Ordinance of which a copy is enclosed with a
view to strengthening the hands of the authorities in
coping with the increase in smuggling which the prohibition
of the import of opium into the Philippines and other
countries has undoubtedly created.

By this Ordinance the control of raw opium
is increased (a) by the establishment and regulation of
warehouses for its storage, and (b) by regulating the
handling of it on import and for export or in transshipment;
(a) by increasing the penalty for breaches of the sections
dealing with the movement of raw opium from a fine not
exceeding $500 to a fine not exceeding $2,000 or, at the
discretion of the Magistrate to imprisonment not exceeding
12 months; while under the contract for the Opium Farm for
the 12 months from 1st March, 1913, to 28th "ebruary, 1914,
the Farmer will be allowed to use only a mimum of 540
cheats per annum for boiling for local consumption and of
120 chests for boiling for expert, under special permita
from the Superintendent of Imports and Exports, to
His Britannic Majesty's Consul-General,
MANILA.
